Don’t Let Congress Take Away the Medical Expense Deduction
Congress is developing major tax reform. While few details have been released, one of the changes being considered is elimination of the deduction for medical expenses.
Losing this important deduction would hurt many older adults. Elders living in some life plan communities deduct a portion of their fees as pre-paid medical expenses in case they need nursing home care. They would lose this important deduction—as would many older adults living in other care settings. Others with high medical bills would be similarly affected. This radical proposal would disproportionately affect older adults, many of whom have higher than average medical costs.
Congress needs to hear from you today. Tell your lawmakers to protect the medical expense deduction. Tell them older adults need this important deduction. Tell them protecting it is the right thing to do.

Urge Congress to Preserve and Expand Housing for Older Adults
Congress has given itself until Dec. 8 to decide its next steps on housing funding for fiscal year 2018. We need Congress to enact a final HUD spending bill by Dec. 8 so affordable housing programs can continue to serve older adults with very low incomes without interruption.
Urge Congress to fully fund HUD programs because:
- The need for affordable housing for older adults has exploded, with seniors representing 66% of the recent increase in “worst case housing needs” households.
- HUD programs like the Section 202 and Section 8 Project-Based Rental Assistance programs are critical to providing currently-assisted seniors affordable housing.
- Only 34% of very low income seniors receive the housing assistance they are eligible for because the programs are small compared to real need; new production funding is critical.

Payroll-Based Journal (PBJ) Public Use File - November 1st!
On September 25th, 2017, the Centers for Medicare and Medicaid Services (CMS), Survey and Certification Group (S&C) issued S&C: 17-45-NH, Electronic Staffing Submission – Payroll-Based Journal(PBJ) Public Use File.
The S&C Memo states that on November 1st, 2017, CMS will begin posting Payroll –Based Journal public use files for viewing by LTC facilities, stakeholders, or the general public. The public use files will be posted at https://data.cms.gov/.
The first posting will include data submitted for the reporting period of calendar quarters 1 and 2, 2017 and submitted by the May 15th and August 14th deadline.
Any data submitted by providers after the deadline or if the data did not pass specific quality checks, will not be posted. CMS will be flagging these facilities on Nursing Home Compare.

Asbury Place Kingsport's Therapy Director Earns Statewide Award
Luke Miller, therapy director at Asbury Place in Kingsport, was honored at the LeadingAge Tennessee Conference with an Excellence in Caring award, which recognizes a support staff member who has demonstrated exceptional proficiency in job performance.
“Luke’s easygoing attitude, positive outlook and keen interest in improving the overall rehabilitation experience are all reasons he is more than deserving of this award for Excellence in Caring in the support staff category,” said Norene Cochran, health care administrator for Asbury Place Kingsport. “A key member of our therapy staff, Luke continually seeks ways to improve the quality of life for all residents of Asbury Place, not only in the health care setting, but also for our residential living population and the surrounding community.”
Cochran cited Miller’s role in organizing what is now an annual car show at Asbury Place as an example of bringing together Asbury Place and the community.
“In 2016, Luke worked with a few car club friends and the full support of Asbury Place to organize an on-campus barbecue and car show,” Cochran said. “Residents, staff, family, friends and community members join the festivities, which include food, spectacular cars, snow cones, fresh popcorn and door prizes. In two short years, this event has become quite the gathering and has brought our community and our facility closer together.”
Miller has worked at Asbury Place for 14 years. He lives in Gate City, Virginia, with his wife, Jennifer, and daughter, Lily.
Asbury Place Maryville Names Chelsea McGhee Marketing Coordinator
Asbury Place continuing care retirement communities has named Chelsea McGhee as marketing coordinator for its Maryville campus.
McGhee supports Asbury Place’s director of sales and marketing, Kim Golly, with external and internal communications and special event planning. She has an extensive background in marketing and event planning with Vera House Events & Design Co.
“We are pleased to have Chelsea in this important role,” said Marjorie Shonnard, vice president of operations for Asbury Place, said. “She will help share the Asbury Place story with our community and support our mission of providing older adults the opportunity to lead the fulfilling lives they have earned.”
McGhee is a longtime Halls Crossroads resident and a 2014 graduate of the University of Tennessee, where she earned a bachelor’s degree in communications studies. She is pursuing a master of business administration in marketing from King University.
